My car was impounded for the second time, and it had stipulated vehicle release agreement on the file. Is anyway that we can release the vehicle sooner? Thanks

My husband was driving his sister's car, which is she owned the car. His driver license was suspended. And this is the second time. The traffic police officer said that it had stipulated vehicle release agreement on the file and it had signed by his sister. But she didn't signed anything like that, and she has never seen the form like that before. Is there a chance to get our car sooner than they told us.Thank you very much,Vicky
