can a california based nonprofit 501c3 receive and send funds to and from people from out of california? this is not a fundraising question

we already know that fundraising requires an approval from states outside of california.. we help combat veterans from all over the country and were recently told that sending funds to those in need from out of california or receiving funds from people and companies outside of california is not permissible. do you know if this is true? I have been told by the IRS that we are a public charity similar to the red cross or united way which help people from all over the world.
